    I disagree about the viability of the Goal# 2.
    Yes it may be possible to melt the rock using plasma torch, but as the plasma rocket hits the surfacem. the tugboat will elect up the opposite direction, leaving the asteroid, according to newton's law. The asteroids are relatively way too tiny that a huge massive planet, therefore the gravity is so less to pull the tugboad down to asteriod again.
