    but also targeted public investments in four areas: agriculture, health, education and infrastructure. They are needed to provide the basis for productive private-sector activity.

    True enough, but freedom is crucial, there are lot of educated people in Africa but they are not allowed to compete, the government basically owns and monopolizes telecommunications, water, power generation, what is wrong with a private citizen providing power to a village that the government monopoly will not, freedom is so crucial, what is point in being educated if you are not allowed to use your education, knowledge is the crucial thing, but you must be allowed to use it, it is as simple as that.

    Until we place emphasis on capitalism, liberty and the protestant work ethic in Africa, you can throw all the money in the world at it and things won't change.

    Oh, and mention why we are now making inroads against malaria. We're spraying with DDT again. Thank you Rachel Carlson. 2 million dead children at your feet for that piece of junk science you wrote.
