    Location influences voters:
    Arizona has always been a vote by area state. It has retirement cities with thousands of over 50 residents. You can not live in SUN CITY if you are under 50!!. So there are no schools to vote at and more importantly people over 50 don't want their tax money going to schools they want it to go to roads and infrastructure. About ten years ago, they fought to remove school tax from the Property tax they pay.
    Maybe Arizona wasn't the smartest place for this research.
