This is hardly news.
The NSA has been waging cyber war against the American people for decades.
An EMF attack could be quite effective in putting the electronics age back into the industrial age or stone age and solve the problems with cyber war!
A few suggestions:
1. Reimburse victims of cybercrime by deducting the reparations from the originating country's foreign aid.
2. Eliminate favorable trade status, impose tariffs on the originating country's goods, freeze assets of the country and its nationals in the U.S., invoke civil forfeiture, or, last step short of war, sever diplomatic relations.
3. Authorize U.S. civilian and military forces to arrest hackers on their home soil.
4. Require all telecommunications devices to be able to block inputs from high-risk countries or regions (like area codes notorious for bogus toll calls)
5. Require all computers to be able to block installation of software without the user's consent.
6. Require all operating systems to be able to detect and eliminate rootkits and firmware malware.
7. Ban all spoofing hardware and software. Make false representation of identity punishable as forgery.
8. Require all telephones to be able to block unidentified callers.
all excellent recommendations.
1. Assuming you can determine the originating country, and if it even receives foreign aid.
2. Unless the country is China, which owns enough dollars to nearly destroy the US economy and has never hesitated to threaten to use that power.
3. In other words, invade other countries, or send SEAL teams in? And civilians? Vigilantes? Seriuosly? Also see no. 1.
4. Except the calling number is easy to spoof.
5. Windows computers already can if the user is logged in as an ordinary user with no admin privileges.
6. So you can write millions of lines of absolutely bulletproof code, and do it better than any company one Earth? And if your code isn't quite bulletproof and has just a few teensy cracks you can stay ahead of the criminals and prevent zero-days better than any company on Earth? My hat's off to you.
7. Like banning the sale of, say, illegal drugs? Stolen property? Who monitors and enforces on-line sales for violations of the ban? The NSA? FBI? More monitoring by the fed is sure to sit well with the citizenry. Also see no. 1 about the origin of the malware.
Mount their heads as thropies? Face to the wall.
