Chilean scientists have found a way to purify water by converting it into an electrically-charged gas. The cost and energy efficient technique could one day provide safe drinking water to millions of people in the developing world.

   Not "water to the poor" but rather water to the thirsty, and, of course, to all plants and other living things

   I'll bet this technique, like desalinization, is very energy intensive.
